What is this really about?
Customers rarely state the problem in the terms your system holds it. "I was charged twice" might be a duplicate payment, a pro-rata charge they did not expect, or a second subscription they forgot about.
Resolved against real records
The message is read against this customer's invoices, subscriptions and history. "Charged twice" resolves to a specific pair of charges, or to the honest answer that there is only one.
The type and the urgency come out of it
Classification, priority and routing all follow from understanding the situation rather than from keywords in the message.
Ambiguity is surfaced
Where a message could mean two things, it says so and names both rather than picking one and being confidently wrong.
